The main reason that most webs need SEO Consultancy is that SEO is NOT SEM (Search Engine Marketing), and most websites and most "SEO Agencies" have been more focused on "configuring" your website for Paid Ads (SEM) based on your "list of keywords" rather than on "optimizing your content" for Organic Traffic (SEO).
